Research On Establishing Of Performance Evaluation Index System Of Illegal Operation Governance

"Innovating the way of administration,enhancing the credibility and executive power of the government,and promoting the performance management of the government",is in the eighteenth report of the National People's Congress of the communist party of China,shows that strengthening the government performance management,it is not only an innovation of the party in recent stage,and realize national the important content of modern management system and management ability.In recent years,illegal operation has increasingly become the focus of urban governance and the focus of severe crackdown by the transportation management department.The performance of its governance,as an important means to promote the governance of illegal operation,has attracted the attention of local governments.At present,more and more cities are increase regulation of illegal operations,and focus on perfecting the law system,strict supervision,law enforcement work,such as the implementation of a variety of management methods in order to solve the problem of illegal operations,these measures from the point of view of the effect,really play a role,but still exist on the governance of insufficient and defect,so the illegal operation of the governance performance evaluation and assessment work becomes more important.This paper is divided into four parts on the establishment of the performance evaluation index system of illegal operation governance.First of all,the paper starts from the background of illegal operation governance and the actual evaluation of governance performance to determine the value and significance of the research.Based on the literature research on the connotation,problems and performance evaluation index system of illegal operation governance,the paper puts forward the research necessity of illegal operation governance performance.Then the new public service theory and performance prism theory are introduced as the theoretical basis for the establishment of the performance evaluation system of illegal operation governance.Through the analysis of the application practice and characteristics of the performance evaluation of illegal operation governance,the existing problems in the performance evaluation of illegal operation governance are pointed out.Second,the paper draw lessons from performance prism theory model,in the after correction according to the actual situation of illegal operation of the governance form the illegal operation of the governance performance evaluation system of the fixed frame,on the basis of the value concept of the new public service theory,illegally operating management performance evaluation index screening and synthesis,finally build the illegal operation of the governance performance evaluation index system,clarify the meaning of the core dimension,and the weights are set up.Thirdly,this paper selects LinYi city as a case to empirically test the performance evaluation system of illegal operation governance,so as to verify the feasibility and scientificity of the index system established in this paper.The data of illegal operation governance in LinYi city were collected through a questionnaire survey,and the scores were calculated based on the analysis of the evaluation system,so as to analyze the deficiencies in the current illegal operation governance in LinYi city and propose improvement measures.Fourth,the paper choose to LinYi city of illegal operations management performance evaluation index system for empirical testing,found in the empirical testin the process of evaluation system is still insufficient,can be further from the coordination of different stakeholders demand,optimizing the public in the performance evaluation of the reliability and reduce evaluation system dependence on government departments and explore index system optimization of the four aspects of technological route of illegal operations management performance evaluation index system of optimizing path.To sum up,this paper constructs and empirically tests the performance evaluation system of illegal operation governance,and has achieved some research results.However,there are still deficiencies in indicator verification,application degree and research depth,which need to be further improved in future studies.
