Therefore, deepening the reform of the administrative examination and approval system is one of the core tasks in the transformation of government functions for a period of time in the future.The main content of the administrative examination and approval system reform includes the reforms of administrative examination and approval items, authority and quality optimization. Since 2001, the reform of the administrative examination and approval system has become a continuous hot spot in the administrative system reform of our country, and has achieved obvious results in key works such as cleaning up project, perfecting system and improving efficiency. Such as, Zhejiang, Anhui and Jiangsu take the lead in the implementation of administrative examination and approval management list, Hubei, Chongqing and Shenzhen strengthen the standardization of administrative examination and approval, through innovating service model, Beijing and Tianjin improve the efficiency and quality of administrative examination and approval, Shanghai and Quanzhou pay attention to playing the positive role of intermediary organizations, Shanghai and Ningxia formulate policies to strengthen the administrative examination and approval.It is recommended for Qingdao city to take the construction of "service oriented government" and "law guided government" and the establishment of the decisive role of market in the allocation of resources as the direction, strengthen the informatization construction and the construction of administrative examination and approval standardization, improve the responsibility and supervision mechanism and the construction of procedural rules to expand the municipal government administrative authority for examination and approval, implement administrative licensing directory management system, strengthen the construction of administrative service system, further perfect the governance division, regulate and develop industry associations and other social organizations, take pilot programs of system design and arrangement of Shanghai Pilot Free Trade Zone, improve the professional quality of civil servants of administrative examination and approval by training.
