Research On The Reform Of The Administrative Approval System In Xiangyang City,Hubei Province

The reform of the administrative examination and approval system is a revolution of the government itself,reshaping the relationship between the government and the market and turning inward.It is an important reform to further transform the government functions and gradually establish and perfect the socialist market economy system and the modern administrative management system.Reform and opening up have opened the preface to the reform of administrative examination and approval system,and the 18 th National Congress of the Party has sounded the clarion call for deepening reform and achieving qualitative leap.As the specific executive body of the administrative examination and approval system,the local government has become the key force to solve the " middle obstruction" at the intermediate level and to implement the " last kilometer" problem at the grassroots level.Over the past decades,it has made many beneficial explorations,accumulated a variety of experiences with local characteristics and operability,and formed a good situation.Xiangyang City is a deputy central city in Hubei Province.To a certain extent,especially in the central region,the reform of administrative examination and approval system in Xiangyang City is representative.This paper attempts to make a case study of Xiangyang City in Hubei Province by means of comparative analysis and actual investigation,which is divided into five parts.The first part introduces the current research situation at home and abroad and the significance of the topic selection.The second part deeply explores the essence of the integrated government theory,the new public service theory and the digital government theory,which is of reference and guidance for government regulation and administrative examination and approval system.The third part combs out the three historical development stages of Xiangyang's administrative examination and approval system reform practice since 1999-2019,actively promotes and deepens the reform,and analyzes the reform priorities of each stage.The administrative examination and approval system reform in Xiangyang City in recent years has been summarized as four reform modes: simplification and reduction,precision and breakthrough,standard reshaping,system foundation and information interconnection and sharing.The fourth part analyses the four problems facing Xiangyang's administrative examination and approval reform from the perspective of three basic theories,namely,the lack of sense of responsibility of administrative subjects,the backward consciousness of administrative department reform,the fragmented government system factors and the imperfect linkage mechanism,which result in the lack of decentralization.The weak protection of departmental interests and selfish departmentalism system,lack of clarity and granularity,and the unsound mechanism of collaborative participation result in the problems of emphasizing examination and approval but neglecting supervision.The problem of isolated information island caused by the limitation of scattered approval process of " function-centered" and departmental departmentalism.The government's imperfect management of intermediary organizations and the lack of social coordination caused by the disordered development of social intermediary organizations.In the fifth part,this paper attempts to use the three theories comprehensively to find a reference and feasible optimization method for the reform of Xiangyang's administrative examination and approval system,and puts forward specific suggestions to cultivate the " responsible" government administrative concept,to do a good job in ensuring the coordinated system and mechanism of " paying equal attention to examination and management",to re-integrate the relationship between government departments and between government and society and to build a public service platform featuring the whole.
