The Predicament And Prospect Of Local Government Administrative Examination And Approval System Reform In J City Zhejiang Province

As a pilot city for many administrative examination and approval reforms in Zhejiang Province,J City has made many innovations in the administrative examination and approval system,procedures,supervision and project cleaning,which has achieved remarkable results.Especially in the process of changing from "incremental reform" to "stock of reform",many measures have been taken simultaneously and positive results have been achieved,however,many "tough issues" have also been encountered.It is urgent to summarize and analyze the new situation and study the next countermeasures.In addition,in the process of streamlining administration and delegating power to the lower levels,the administrative examination and approval reform in J City still faces such problems as imperfect legal system,remodeling of cultural behavior habits,and improvement of administrative ability.It is necessary to strengthen overall planning and coordinated promotion from the system and top-level design,to fully and actively face the expectations of the public and the needs of economic and social development,and to replace the fragmented reform and innovation with comprehensive deepening reform.This paper consists of six parts.The introduction is the first chapter,which introduces the significance,background,researches at home and abroad;The second chapter is related concepts and theories of administrative examination and approval,redefining the concept of administrative examination and approval and introducing related theories of administrative examination and approval system;The third chapter is the main results,difficulties and reasons of J City's administrative examination and approval reform since the 18 th National Congress;The fourth chapter is the reference for the reform of administrative examination and approval system at home and abroad;The fifth chapter is suggestions on deepening the reform of administrative examination and approval system in J City.After the analysis of the reasons,three strategic suggestions are put forward.The first is to deepen the reform thought and theoretical basis,strengthen the theoretical and practical research of the administrative examination and approval system,and design a systematic and overall institutional framework and implementation path;The second is to put forward the principles of minimum intervention,performance principle,public participation and rule of law in deepening the reform of J City's administrative examination and approval system;Third,in the aspect of reform path,it is proposed to strengthen the simplification and decentralization of administrative examination and approval matters,establish a management system in negative list of market access,strengthen scientific evaluation and demonstration and orderly participation of the public,standardize the procedures for setting or reforming administrative examination and approval items,improve the service quality of administrative examination and approval.
