Study On The Management Mode Of The "Village-to Community" In The Process Of Urbanization

Changed with the speeding up of urbanization process, the "village-to-community" arises at the historic moment, the community is different from the rural village committee, is also different in urban communities. A new community to the community governance has brought new challenges and confused. The home village changed after the community mainly face their own role transformation, community autonomy in how to mobilize residents to participate in community affairs, development of autonomous organizations, in order to better manage community and so on three main problems. "The home village changed" community should take an active role transformation, guide the masses to actively take part in community affairs, build system of long-acting mechanism.Based on H community as an example, this paper first through the spot investigation, the local community residents take from the community management, residents to participate in the development of social autonomy, community autonomy organization, pension and health care present situation analysis, found the main problems existing in the existence of collective economic development faces a dilemma, unclear property rights and management disorder, unclear responsibilities exist in the process of community management system transformation and adjustment problems, community residents autonomy ability is not strong, lead to insufficient participation and lack of trust, community residents of community identity and adaptation, community public service, leading to problems such as imbalance between urban and rural areas with inadequate protection.Second, by the United States, Japan, Singapore and other countries advanced experience for reference in community management, community management provides effective reference for our country, mainly has the following several aspects: the transformation government function, clarifying government role and transformation of the mode of residents’ autonomy and community management system, management and service to strengthen the legal system, cultivating citizen community consciousness weakening, administration and autonomy, scientific planning, and complete facilities.Finally, shift from promoting community management system, improving the government behavior in the rural community construction, and strengthen the agricultural revolution in the community social security system construction puts forward the ideas to construct the new community management model, and the countermeasures and Suggestions.
