| China is one of the most serious damaged countries by the invasion from invasive alien species in the world. Ocean alien species invaded in their own naturally ways as well as artificial introduction since 1980s, which has caused severe ecological destroy and affected economic development and ecological security in china. However, there are lots of problems in systems and practices about how to prevent the invasion from invasive alien species, especially from the ocean alien species nowadays in China. So the current systems and practices are hardly to maintain our country’s ecological benefit and safety. The Third Plenary Session of the 18th CPC Central Committee has pointed out that China must build the ecological compensation system, must reform the environmental conservation management system, which also provides us the direction and method for solving problems of ocean alien species invasion. The ecological compensation system is an effective management method as maintaining ecological balance. In theory, it should become the efficient approach to solve all sorts of ecological problems which have been generated by the invasive ocean alien species; it also should become the main contents for legislative construction to solve the problems about the invasive ocean alien species. After studying and analyzing the advantages of ecological compensation system, China applies it to prevention and control of the ocean invasive alien species in a creatively way, which also depends on the Chinese particular situation. In the mean time, we not only propose and perfect the main principles and contents about ecological compensation system in a preventive sight, but we also propose to play the role of commonweal organizations and re-tease the relationship between main relevant bodies. We hope that will help the prevention and control of the ocean invasive alien species efficiently. |
