Research On Service Purchasing For Vagrants And Beggars By Government

The government has been playing a leading role in assisting vagrants and beggars since implementation of the managing and assisting system for vagrants and beggars. In recent years, with the development of vigorous social organizations, professional and social trends in relief work, local governments are gradually purchasing assisting service for vagrants and beggars in different forms in accordance with the specific services. Based on investigation of thirty assistance stations in china, the paper describes the current condition,the effectiveness and problems during service purchasing for vagrants and beggars by government, drawing implications for the Chinese government to buy the service with the experiences of the US and Hong Kong. For example: establishing an overall mechanism, correctly handling the relationship between government and social organizations, building a sound assessment of oversight mechanisms. Finally, some suggestions will be mentioned at the end of the paper, such as a correct understanding of the role and responsibilities of government, to create a sound environment of purchase, to nurture appropriate social organization and to establish risk awareness and so on.
