With the deepening of reform and opening,the growing prosperity of the country and the continuous improvement of the social functions of the government,the existence and development of the social disadvantaged groups have aroused general concern of the society.From the evolution of the relevant system in China,the evolution from the original compulsory reception and repatriation to the voluntary social assistance is not only a reflection of the concern of the society to the disadvantaged,but also the symbol of the development of our social civilization,as well as the perfection of the various systems in our country.The caring model has been practiced for more than ten years in our country,providing a living guarantee for the urban vagrants and beggars.The implementation of the Interim Measures for social assistance in May 1,2014 has achieved a more humane rescue mode.With the change of people's living standards,the group structure of the city and beggars has changed gradually.The difficulty of the rescue management of the vagrants and beggars still exists.As the main body of the rescue,the government departments are constantly exploring more effective methods.This paper,taking the perspective of public management as the starting point,visits the district level rescue management station in the field,conducts an investigation and interview to the rescue workers and the wanderers,analyzes the difficulties and causes in the management process,studies the problems and puts forward the countermeasures.This is a practical work,and it is new to the new.The assistance and management of Urban Vagrants and beggars in other regions will provide some reference for us.This article first straightened out the related concepts and theories of city vagrants and beggars and rescue management,thus formed a certain basis and basis for investigation,followed by an overview of the development process of the rescue management system for the urban vagrants and beggars in China,and pointed out the characteristics and main aspects of the rescue management system at the present stage of voluntary assistance.In order to make a thorough discussion and Research on the actual rescue management of the Jiading District rescue management station in Shanghai,this paper analyzes the problem of identification,the return of special relief objects and the effectiveness of the active rescue work.Finally,the improvement measures are put forward from three aspects: the rescue system,the main body of the rescue and the object of the rescue.Only gradually improve the policies and regulations,clear the responsibilities division of various functional departments,and form a long-term rescue mechanism;in the actual rescue process,build a diversified mode of rescue management and promote the government joint rescue management model.It is possible to better solve the rescue problem of the city vagrants and beggars,by taking part in the salvage service,establishing the management mode of charity assistance,strengthening the publicity and promotion,and introducing the social public to participate in the rescue,establishing an effective screening mechanism,classifying the salvage objects and realizing the individualized assistance service.
