As the urbanization in our country progresses, in cities, many public service facilities with negative externality( e.g. waste disposal plant, sewage treatment center, crematory, energy supply system, power substation, etc.)have been built nearby in order to satisfy public need and help maintain the normal function of social system. These facilities which are in public interest but may present adverse effects in adjacent areas are regarded as :NIMBY( Not In My Back Yard) facilities. This essay refers to the waste garbage compacting transfer station in B12 block of QINGYUAN city as an example, through analyzing the causes of conflicts in every aspect, city and rural planning research layout of urban land. In recent years, the benefit game between NIMBY facilities and the masses has become increasingly intensified, which has resulted in discontent,resistance and large-scale group demonstrations at times. And the NIMBY dilemma has already become an obstructing factor in the urbanization process. Exploring effective solutions to this dilemma will have tremendous stimulative effects on the urbanization progress in our country.The essay further explores solutions to the NIMBY dilemma and analyze the benefit game between two parties on the basis of fairness of public policy.By managing NIMBY risks and establishing a compensation system to balance and ease interest conflicts, a win-win situation can be achieved.
