Study On The Urban Planning Regime To Avoid The NIMBY Conflict

With the development of urbanization, people demand more public services ofbetter quality. The NIMBY facilities in urban areas, such as incinerators, landfills,sewage pumping stations, high tension corridors, wireless communication basestations, railways, bring the whole society more and more positive benefits. But itcan not be ignored that many of these facilities bring negative effect to thesurrounding residents, who resist the construction of these facilities and negotiatewith the project developer and the relative government departments through variousactions. That is called the NIMBY conflict. How to avoid the NIMBY conflict inurban areas has become one of the problems of the government departments,especially the planning departments. It is an important issue with strategicsignificance and theoretical value that we should fully respect these NIMBY events,take care of the public interest, take the initiative to resolve mass protests anddisorder, improve citizen participation system, and set up strict standards for theconstruction of NIMBY facilities to relieve the pressure of urban planning during thedevelopment of urbanization.Based on the research of the major contradictions and problems caused by theconstruction of NIMBY facilities, this dissertation has mainly achieved thefollowing work:1. Study the mechanism of NIMBY facilities planning and cases at home and abroad from the point of view of planning departments, to explore effectivemanagement methods and requirements of NIMBY facilities planning.2. Learn from successful experience in developed countries, sum up effectivemanagement modes of NIMBY facilities planning.3. From the perspective of urban planning management system and regime ofour country, put forward countermeasures to improve government planning behaviorof promoting NIMBY facilities projects, so as to avoid NIMBY conflicts in urbanareas.
