Goal And Strategy Of Public Policy Of New Urban Industry In Yinzhou District

As urbanization and industrialization develope to a certain stage, it become inevitable to choose urban industry which is eco-friendly and of efficient use of land,energy and other elements to meet the development of the city,transformation and upgradation of economy.To be a eastern coastal city with highly developed city and industry, Yinzhou District should develope new urban industry as an important strategy of creating "New Yinzhou of High Quality".Through comprehensive use of theories such as public policy,public governance,economy,city planning etc and practice,this paper draws up the goals of new urban industry in Yinzhou and puts forward well-targeted countermeasures.The passage is divided into five parts,and contains six chapters totally.The first part is the introduction, which proposes the research background and significance of this thesis and analyzes the present situation of the topic,and proposes research ideas and methods.The second part firstly introduces the concept of urban industry and public policy of urban industry,and then presents the theoretical basis of this paper.Next,it analyzes several domestic and international cases of urban industry,which lay the foundation for public policy model of urban industry in Yinzhou.Finally,it forecasts the development trend of the public policy of urban industry.The third part contains the third and forth chapters.It systematically analyzes the strengths,weaknesses,opportunities and challenges of developing urban industry in Yinzhou,and then presents the difficulties in management and decision-making on urban industry.After that,it describes the value orientation of the public policy of new urban industry.Based on the actual situation,it plans vision and macro objectives of the public policy of new urban industry in Yinzhou, and then it set the target systerm includes industrial orientation, infrastructure,construction of carrier,quantified targets and so on.The fourth part is the strategy.Firstly,it proposes and evaluates four innovative management models of urban industry.Secondly,it provides measures such as enhancing decision-maker’s character and ability,improving the systerm of public policy and consolidating the support of elements to strengthen the public policy of urban industry.At last,it improves the strategy system which includes evaluation mechanism, supervision mechanism and accountability mechanism.The last part is the conclusion.It summarizes the innovation,deficiency and prospect of this paper.
