Research On The Development Strategy Of Civil Aircraft Industry Under The Background Of Industrial Upgrading

In our country the civil aviation industry is not only a high-end industry but also a special public enterprise.Its products have obvious attributes of public goods.The industrial policies that support industrial development are also part of public policies in public management.Judging from the current situation of China's civil aviation industry,the characteristics of the civil aviation industry determine the inevitable market failure in its development process,so the government needs to regulate and intervene through policies.However,the implementation of many existing policies has not achieved the expected effect,or even is far from it.Therefore,to solve the development problems of aviation industry,it is urgent to find out the problems in the existing industrial policies.At present,China is in an important period of supply-side reform and economic structure adjustment.Studying the policy issues of aviation industry can not only correct the deficiencies of existing policies through dynamic adjustment and improve the policy system of aviation industry,but also provide inspiration for the future formulation of policies.Based on this,this thesis firstly makes a literature review on the industrial policy and policy tool selection of the aviation industry,especially civil aviation,to clarify the content and problems of the research and conceive the research ideas;secondly,based on the perspective of policy evolution,this paper reviews the development process of China's civil aircraft industry,sorts out the current policies of China's civil aviation from the aspects of policy documents and policy tools,and analyzes the implementation effect and existing problems of the polices;thirdly,on the basis of analyzing the current industrial policy issues,it puts forward some suggestions on promoting the civil aircraft industry policy,which are suitable for China's national conditions,adapt to the new stage of the current development of the industry and have operability,in order to exert the guiding and promoting competition functions of the industrial policies,to solve some problems that the civil aviation industry faces when developing,to push the innovation and development of civil aviation industry and to promote the transformation of the development way of the civil aviation industry.Through the systematic review and characteristic analysis of the evolution of China's civil aviation industry policy,this thesis draws the following conclusions:(1)The development of China's civil aviation industry has experienced four important periods--initial development,self-construction,reform and adjustment,and special development.The policy system has also experienced the transformation from scratch to existence,from macro to micro,from a single selective policy to a mixed selective and functional policy,and the policy content has been constantly deepened.(2)After the Chinese economy enters the new normal,under the urgent demand of industrial upgrading andtransformation,the current policy supply of China's aviation industry presents the following problems:the lack of corresponding guidance policies from the perspective of the entire industrial chain;the implementation of aviation industry policies is not in place,the transformation of scientific and technological achievements is insufficient;the lack of incentive policies to encourage industrial cluster development,aviation industry clusters not yet formed;the pertinence,continuity and flexibility of some polices are not enough.(3)In order to break the dilemma of low-end development of the industry,promote industrial upgrading and move up to the high end of the value chain,it is imperative to give full play to the guiding role of the government,do a top-level design of polices well,promote the systematization and implementation of policies;carry out science and technology innovation policies,attach importance to talent support,strengthen the guidance of science and technology;adopt appropriate subsidy policies,establish an investment mechanism with good returns;implement the government-leading industrial cluster policy,improve the core competitiveness of the industry;open and encourage private capital participation,and realize the diversification of the industrial capital structure.
