Research On Comprehensive Administrative Law Enforcement Reform Innovation In Grassroots

Our country is exploring comprehensive administrative law enforcement of urban management with different ways and emphases but still there’s no mature reform way up to now. This paper adopts the method of integrating theory with practice and researches on grassroots comprehensive administrative law enforcement reform in Beilun District to further explore the deep-seated problems of China’s grassroots comprehensive administrative law enforcement reform and a new path to build China’s long-term mechanism of grassroots comprehensive administrative law enforcement.The first part of this paper focuses on the meaning of urban comprehensive administrative law enforcement, and the legal and theoretical basis of it.The second part of this paper expounds on the background of urban comprehensive administrative law enforcement reform. It firstly introduces the historical development of urban comprehensive administrative law enforcement, and then makes a basic judgment on the current situation of urban comprehensive administrative law enforcement, analyses the existing problems and reasons to set the stage for the comprehensive administrative law enforcement reform of Beilun District later in the paper.The third part of this paper mainly introduces the main practice and experience of the comprehensive administrative law enforcement reform of Beilun District and discusses the innovation and effect of the reform.The fourth part of this paper discusses on the merits and the difficulties of the comprehensive administrative law enforcement reform of Beilun District which haven’t solved yet in order to provide the basis to improve the grassroots comprehensive administrative law enforcement reform later in the paper.The fifth part of this paper proposes solutions on improving grassroots comprehensive administrative law enforcement reform.
