Research On The Problems And Countermeasures Of Comprehensive Administrative Law Enforcement In F District Under The Background Of Town Street Reform

Comprehensive administrative law enforcement is the main way of government social governance and an important part of administrative management.Studying the issue of comprehensive administrative law enforcement is conducive to improving the construction of China’s grass-roots governance system.The town is the main position of grass-roots governance,and the township comprehensive administrative law enforcement is an important hand to get through the "last mile" of grass-roots social governance.The township comprehensive administrative law enforcement work is related to China’s grass-roots social governance level and grass-roots service ability,and also directly related to the vital interests of the masses.In recent years,the authority and power of administrative law enforcement have been sinking into villages and towns.After the reform of towns and streets,the mode of "one team and five management" of law enforcement has been implemented in villages and towns.The villages and towns have come to the front of the law enforcement and need to carry out law enforcement independently.After a period of running in,new situations and problems have emerged in the township comprehensive administrative law enforcement,which still lags behind the reform goal.This paper uses the theory of government reengineering,the theory of street bureaucrats and the theory of service-oriented government,through literature research,interview and survey research methods,to study the comprehensive administrative law enforcement of townships in District F after the town street reform,and summarizes the problems as follows:The overall level of law enforcement is low,there are difficulties in undertaking matters under decentralization,the professional ability of the law enforcement team does not match the work requirements,the law enforcement guarantee is not in place,and the role of the law enforcement supervision mechanism is weak.On the basis of the problem,we will deeply analyze the causes behind the problem,and propose targeted countermeasures and suggestions to improve the township comprehensive administrative law enforcement,mainly including improving the overall law enforcement level,improving the scientific nature of decentralization,strengthening the construction of law enforcement teams,and improving the law enforcement guarantee mechanism and supervision mechanism.Through this study,we will further standardize the comprehensive administrative law enforcement in towns and townships,consolidate the reform achievements in towns and streets,and achieve the expected goal of "double improvement" of governance efficiency and public satisfaction,which is conducive to improving the governance capacity of township governments,promoting the construction of a government ruled by law,further enriching and developing the theory of comprehensive administrative law enforcement in towns and townships,providing reference for the improvement of comprehensive administrative law enforcement in other regions,and constantly improving the level of grass-roots governance in China.
