The term "Youth Self-Organization" was first introduced by Shanghai Communist Youth League in 2006. After being mentioned in the National Urban League work meeting,the term became popular in China. China’s social transition makes the rise of civil society. Young people with various values get together initiatively to set up a youth self-organization which have a certain self-development capacity and can change with internal and external environment. With the development of these organizations, they have become an important way for youth to participate in social management.Youth self-organization has its own characteristic on organization system, types, member status and so on. Youth self-organization is set up by youth spontaneously for some goals and developing very fast.Its organizational cohesion is low while their leaders have high prestige.These organizations get diversified social participation while it has a feature of “political” coexist.It should be noted that there are some problems in their development. Firstly,organizational identity is not legitimate so their social recognition is low.Secondly,their long-term planning is not clear lead to poor organizational stability. Thirdly,a low degree of organization make organization run loose.Finally, there are some doubts about guidance from the outside.The main causes of these problems is that the relevant law is imperfect and dual management system has disadvantages.The youth self-organizations have low self-management ability and the Communist Youth League’s guidance effect is not obvious.In response to these problems in youth self-organization development, this paper will put forward suggestions from the internal and external elements that the youth self-organization needs. Improve the external elements of youth self-organization; firstly, the relevant legal system should be improved. Secondly, government agencies should overcome administrative tendency, and build cooperation system with youth self-organization. Thirdly, the Communist Youth League should play a leading role and build the hub service system of social organization. On the other side, youth self-organization should improve the internal environment, construct a development organization, enhance the organizational structure and self-innovation, and strengthen external communication and the ability of integrating internal and external resources.
