The Situation And Suggestion For The Construction Of Youth League Basic Organization In Hulun Buir

Youth league organization which is the important carrier of the communist youth league to perform their own responsibilities is between the grass-roots level working and youth. It is the main way to realize all kinds of function. Youth league organization is also the full vitality of the Chinese Communist Youth League. Therefore, the important demand is on the construction of youth league organization and continuing to strengthen grass-roots work to face new challenges. Chinese Communist Youth League’s each work has the obvious difference and changeable to the plus part since the 17th CCYL National Congress. However, there are still some existing problems, such as, the lack of effective coverage, the disequilibrium of the Chinese Communist Youth League cadres and the lack of the power on working, especially in economically backward and poor information regions whose basic Youth league organizations are weak and organize activities difficultly. Based on the consideration of the Hulunbuir Communist Youth League work, it is from the view of the construction of youth league organizations and grass-roots work, learning from organizational behavior, modern management, public economics and human resource management and related theory knowledge. Analyzing and thinking about the situation by the construction of youth league organizations in Hulunbuir, we found that the construction of grass-roots delegations CPC building work does not reach the desired position; that the basic-level youth league organization construction is not stable; youth league organizations don’t play a clearly role; the cadres team construction problems such as imbalance, member consciousness is weak. The author analyzes the reasons from five aspects:social background, supporting by the party and government, the educators themselves, cadres and members of the youth league. On this basis, the author makes five suggestions. Firstly, the CPC leads to the Youth League on the Party building work. Secondly, it is necessary to strengthen the construction of youth league organizations. Thirdly, it is how to strengthen the positioning accuracy of the Communist Youth League work. Fourthly, it is a education problem about strengthening the member attitude. Lastly, it is about the construction of the Communist Youth League cadres team.
