Since the reform and opening up, Yuyao is experiencing rapid economic and social development, ranking 12 th in terms of comprehensive strength among top one hundred national counties(cities) in 2013.However, as the social security system is flawed; there are still a lot of poor people in the county, waiting for assistance. In order to satisfy the minimum living demand of the poor, recent years, Municipal party committee, municipal government and relevant departments are actively trying to make the city’s minimum living security system increasingly perfect. The implementation of social relief policy such as medical treatment, education and housing have effectively improved the living standard of the poor and made great contribution to the people’s livelihood engineering construction and social stability. However, in actual operation process, due to the difficulty of checking and ratifying applicants’ income, the nonstandard examination of the eligibility, the fraudulence and acquiring qualification by the back door often occurs, which, to some extent, affect the effect of minimum living security policy. As a result, the in-depth analysis of applicants’ income verification, ensure targeting accuracy, secure all that should be secured, avoid blind assistance is of great importance to the solving of difficulties in accounting family income and targeting the poor, of effectively curbing the abuses in the process of verification, and also to the realization of openness, fairness and justice in social assistance system.Starting from the theoretical basis of target-matching, this thesis, combining the reality of Yuyao, makes deep-going research on the residents receiving subsistence allowances, analyzes the assessment status quo of the applicants’ family income during the transition period, and points out the existing problems. On this basis, the thesis further expounds the causes of these problems. Finally, drawing advanced experiences from foreign and domestic practices, the thesis puts forward the countermeasures and suggestions to perfect the income verification work so as to make sure that the poor group be secured of minimum living rights in a fairer manner, which may also provide reference for the governments in their standardized management of minimum living security.
