Research On National Integrity Governance System In The Anti-corruption Process Of South Korea

The process of modernization provides a lot of opportunities for corruption.The political development of South Korea has also accompanied with corruption and anti-corruption.After democratization and the development of anti-corruption system,bureaucratic corruption has been significantly controlled,but money-oriented politics become prominent.The coexistence of relatively honest civil servants and corrupt politicians makes South Korea one of the most typical structural corruption countries.From anti-corruption campaign to legalized systematic anti-corruption,South Korea had a tough process.Benefit from the leaders' strong will and decision against corruption,South Korea's anti-corruption campaign steps into a legal and systematic era.Generations of presidents of South Korea took advantages of variety strength from society,adopted resolute,powerful and authoritative measures to form a relatively perfect National Integrity Governance System mechanism.This great effort ensured the fairness and rectitude of the society of South Korea.The motive,process,characteristics and good implementation effect of South Korea's construction on National Integrity Governance System,provide vital reference to National Integrity Governance and anti-corruption construction in current China.This thesis consists of six chapters:The first chapter is the introduction,which mainly illustrates the theory and reality of this research,describes and reviews the research status in China and abroad.Some concepts are also defined,including "Corruption","Integrity","Governance","Integrity Governance" and "National Integrity Governance System" etc.On basis of this,the purpose,content and methods of the research are determined.Chapter 2 gives the basic analysis of Korean political development process and the accompanying corruption.The process of the South Korea's political development can be divided into Democratic Experiment Period,Authoritarianism Period and New Democratization Period.This thesis recalls the corruption characteristics of each period,and systematically analyzes the causes of corruption and the main harm of corruption to the society during these periods.Chapter 3 focuses on the study of the motive,process and characteristics of anti-corruption and the construction of National Integrity Governance System in South Korea.National Integrity Governance System is series of legal systems and proceedings set by the country to eliminate corruption,also including the value system to hold those legal structures.It is a long term corruption preventing and integrity governance building system.Based on the construction principle of the anti-corruption system,this chapter analyzes the constructing process,basic framework,long-term mechanism and characteristics of the anti-corruption system in South Korea,from the aspects of politics,jurisprudence and culturology.The research shows that the independence of anti-corruption organizations,a complete legal system,upfront prevention of corruption,resolute severe punishment,social coordination and targeted anti-corruption education are the main characteristics of the National Integrity Governance System of South Korea.Chapter 4 statistically analyzes the level of corruption and the anti-corruption success of South Korea during different periods by using the data from the Corruption Perceptions Index(CPI)and Bribe Payers Index(BPI),which are released by Transparency International.Based on this analysis,the thesis fairly illustrates the efficiency of National Integrity Governance System of South Korea,and finds the effecting mechanism of National Integrity Governance System.In this thesis both the anti-corruption system and National Integrity Governance System are included in an integrated framework,on base of which a theoretical framework of National Integrity Governance System is brought forward.The study may provide theoretical direction to integrity governance for countries and regions all over the world.Chapter 5 mainly discusses the value and enlightenment of South Korea's construction on National Integrity Governance System.Since it integrated the characteristics of both modern developed countries and the traditional Confucian countries,the National Integrity Governance System of South Korea can play an exemplary role to the whole world.At the last of this chapter,the unique value of South Korea's Integrity Governance System and the model meaning to the global Integrity Governance System construction are also brought out.In the last chapter,it is pointed out that the contradictions of modern and traditional policies and cultures,to a certain extent,make the systematic corruption and bribing corruption still existing in South Korea's modernization process.The construction of South Korea's Integrity Governance System has its advantages.But due to the contradiction and imbalance of tradition and modernism,the system cannot work well on the new social functions,which make it imperfect.Since corruption is a systematic social problem with butterfly effect,it is hard to have an impact upon single or dispersive anti-corruption policy.To build and perfect China's National Integrity Governance System,we should work on the overall construction and system,not just only following the rules of anti-corruption,but also target on the building of corruption-preventing system.A democratic,jural and moral corruption-preventing system turns out to be needed.In the conclusion,the basic characteristics and implement method of National Integrity Governance System are brought out.This thesis based on multi-disciplinary perspectives,systematically researches the reasons,characteristics and harm of the corruption during the different political periods of South Korea,analyzes the cause and motive force of the construction of South Korea's Integrity Governance System,introduces the building process,framework,legal system and main features of Integrity Governance System,objectively and fairly evaluates the effect and influence of South Korea's Integrity Governance System,by longitudinal analyzing,historical comparing and examples studying.South Korea's Integrity Governance has been marching with hindrances,and finally it finds its bright new way.There is still a long way for China's anti-corruption work.The South Korea's experience can afford some enlightenment to China's Integrity Governance System construction.However,this study is still on the exploring process,and it is not perfect on theory practicing,document summarizing,horizontal comparing and result illustrating.More deep research is needed in the future.
