This paper takes community incorrupt government risk effective precaution, based on the analysis of the community power structure,conducts classification analysis and mathematical statistics by materials of case investigation, petition complaint, administration supervision, and social investigation, explores the content, classification, representation form, development situation, and production reason of incorrupt government risk for Shuimogou District, Urumqi, draws the conclusion that incorrupt government risk is mainly focused on aspects of personal quality, finance management, administration coordination and assistance, people management and people appointment, gets precaution method on community hierarchy management in the light of education and training, post responsibility, right restriction, system construction, supervision, standardized business, process compliance by combining relative modern management theories and applying risk analysis method, and it is proposed to strengthen principle construction, restrain invisible corruption of community work style, explore a new way of precaution for incorrupt community risk complying with local development.
