Nowadays,with urban population increasing,China has entered the era of fast urbanization.The current public safety system cannot meet modern society's needs because of complicated demographic structure,economic and social environment.The number of security volunteers in Beijing has increased and they play a curial role in maintaining the public safety since Beijing advocated "mass prevention and treatment" and held Olympic Games in 2008.This article aims to discuss how to transfer the volunteers,experiences from large events,such as the Olympic games,into the routine administration of social security.In order to identify the problems existing in current security volunteer system,we analyze the volunteers' situation in six different communities from Chaoyang District,Dongcheng District,and Haidian District respectively by using questionnaires or interviewing the residents,the security volunteers or the staffs.The survey shows that there exist several issues in the management of security volunteer.Firstly,lacking an thorough management system to guide the volunteer training,regulation,and incentives.Besides,the research shows that problems of unclear identity,single incentive measure,and inadequate training system are obvious under the current situation.In addition,the degree of security volunteer's participation can be promoted in the future.Finally,there are the limited external supporters and the related legislation is still incomplete.Based on above issues,this article will focus on several aspects,including how to establish and manage the security volunteer team,the function of the volunteers,and the external supporter,to analyze the management of security volunteer in Beijing and provide related suggestions.
