Study On The County Party Secretary's Anti-corruption Risk Prevention

As an old Chinese saying goes,the prime minister must be selected from the local government,and the general must be chosen from the soldiers.Xi Jinping,CPC Central Committee General Secretary,once served as Secretary of Zhengding County Party Committee of Hebei Province,and this experience laid a solid foundation for his future political career.The county-level governments are important for the national governance system.It is said that if the counties were well governed,the country will be peaceful.The county party secretaries are the ruling backbone.The position of county party secretary is an important step for cadres.However,in recent years,the discipline inspection and supervision organs of provincial and municipal levels have investigated and handled many corruption cas.es of county party secretaries.What did these county officials do?Why did corruption happen?This paper selects 54 corruption cases of county secretaries who have been promoted or taken important positions since 18th National Congress.Using case studies and comparative research methods,it is found that the investigated county party secretaries have problems in political discipline,thought and work style,integrity and the selection of staff.These problems come from not only the lack of external supervision and education,but also from giving up self-discipline and party principle.Finally,this paper introduces some valuable practices of some foreign countries,Hong Kong,Jiangsu and other places,and proposes useful suggestions on the prevention of corruption for the county party secretaries.
