Study On The Rural Social Governance Innovation Under The Conditions Of The Villagers Autonomous

The rural social governance need certain system as a vector to standardize the operation of rural society in China, the widespread implementation of village level democratic self-government system, innovating the rural social governance is not only the fundamental need to strengthen grassroots democracy, is an important part to promote the national governance system, practical measures is main target of reform. An analysis of the problems of rural social governance innovation of democratic autonomy condition, first to clear in today’s society, especially the rural society is facing a new period of social informatization, bring the diversity of interests, economic marginalization challenges, from the grass-roots government and village organizations found on the current rural society lacks the necessary preparation for the outstanding problems of governance, and from the different angles to identify possible causes to be analyzed. On this basis, there are five aspects to explore the feasibility of the innovation of rural social governance that under the conditions of the villagers’ autonomy. One is to use the power of government, open up channels for the follow-up reform. Two is to improve the rural social autonomy ability, embody the farmer masses is the governance power of rural society has prominent political requirements, village level democratic autonomy. The three is to cultivate the social organizations to participate in governance, the existence and growth provides a good ecological environment for the long term, in order to enhance the governance ability on the efforts. Four is to establish and perfect the supervision system of government, society and multi dimension, the participation of the masses, let all the power in the sunshine operation. Five is to establish and expand when the villager autonomous right is infringed after relief channels, the real meaning for social equity and justice escort, to create the environment management legalization.
