Research On The Participation Of Village Women's Federations In Rural Governance From The Perspective Of Collaborative Governance

Rural governance,the world is safe.Rural areas have always been the "nerve endings" and the most basic unit of governance of China's political power.Rural governance constitutes an important foundation and strong support for the governance of the whole country.The effect of rural governance not only determines the prosperity,stability,harmony and unity of rural society,but also has a non-negligible impact on the overall level of national governance.General Secretary Xi Jinping clearly put forward the rural revitalization strategy in the report of the 19 th National Congress of the Communist Party of China,and especially emphasized that "effective governance is the foundation of rural revitalization".And the effective realization of rural revitalization cannot be separated from the extensive participation of farmers.Rural women,as an important part of rural society,We call on women to participate in rural governance,give full play to their unique role in rural industry development,ecological environment protection,rural civilization construction,social order maintenance and other aspects,and contribute their strength to promoting rural social development.In the process of women's participation in rural governance,village-level women's federations,as a basic women's work organization,undertake the important responsibility of leading women to participate in rural governance and thus promote the rural revitalization strategy.It is in this context that this paper chooses the village-level women's federations as the research object and investigates and analyzes the basic situation,rural governance path and performance of village-level women's federations in X village,R city,Shandong province.And on this basis,analyze the current village women's federation in carrying out a variety of work facing the governance dilemma,and put forward the optimization of the village women's rural governance functions,expanding in the path of rural governance countermeasures and Suggestions,in hopes to better promote the village women's federation of rural governance ability,better play to their ability of rural governance.This paper adopts the method of case study,and from the perspective of collaborative governance theory,carries out in-depth investigation and research on the selected object of investigation —X Village,R City.The study found that although the current work of the Women's Federation has been fully carried out,and has the strict assessment objectives of the superior party organizations and township governments,and has its own relatively perfect construction rules and regulations,but in the process of its participation in rural governance,There are still some problems,such as paying more attention to form than effect,difficult to carry out in a sustained and in-depth way,conflicts between the role of self-governance and other rural governance subjects,and duplication of job responsibilities.The fundamental reason is that the modern rural governance system has not been well established,the village-level women's federations lack modern governance thinking and ability,and the village-level women's federations lack effective human,material and financial support,which have become the important influencing factors restricting their development.At the same time,the villagers have insufficient understanding of the important value of the village women's federation in rural governance,and the traditional patriarchal concept still exists and has an impact.To solve these problems,this paper believes that it is necessary to take villagers as the main body under the leadership of the township party committee and government,fully absorb the advice of experts and scholars,and focus on building a modern rural governance system,which is the premise for the completion of the governance function of the Women's Federation.The village-level women's federations should strengthen their own knowledge,promote the construction of governance ability system,and establish modern governance thoughts,which are the main efforts to solve the current problems effectively.
