The Research Of The Negotiations Of Grassroots Cppcc In Polcy-Making

People are paying more and more attention to deliberative democracy as the world is more diverse nowadays. The CPPCC is a political system with Chinese characteristics and it is also an important channel of promoting deliberative democracy. To research negotiations of grassroots CPPCC is helpful to promote the grassroots political consultative work,which is more institutionalized and standardized, to make grass-roots party committees or government decision-making more scientific and more democratic, and to really promote the wide, multilayer and institutional development of the deliberative democracy through grassroots exploration.This thesis sums main characteristics of deliberative democracy up as: pluralism, equality, universality, openness and accountability through the literature research of deliberative democracy and the people’s Political Consultative Conference theory. It also draw a conclusion that the CPPCC has a natural close relationship with deliberative democracy. This paper furtherly analyzes the deliberative advantage in the system of public policy in China,which is mainly reflected in four aspects: the first is an institutional arrangement of China’s policy system; the second is the detached location of the CPPCC in the policy system; the third is the biggest inclusion in politics; the last is the extensive contacts and a galaxy of talents. According to the public policy process theory, the author thinks the CPPCC has the function of the policy agenda, policy advisory, policy executive, policy evaluation and policy supervision.This article observes and studies the experience and questions by analyzing the consultation practice of Minhang District CPPCC. Through the analysis of the two cases about Qibao Street and the public bicycles,which the CPPCC participated in the decision-making of transformation, the paper draws three Enlightenments: it is very beneficial that the CPPCC fully participates in the policy process; the CPPCC plays a role by consensus, the consultation is the core function. In a comprehensive analysis of the consultation practice of Minhang District CPPCC, the paper summed up the four pieces of experience: to get the Party committee and government support and make consultation "two hot"; to expand and enrich the negotiation platform, establish extensive, multilayer consultation system; to carry out the investigation and study solidly and strengthen consultation advice persuasion; to play the main role of the committee members and make the deliberative opinion more representative. Compared with public policy function of the CPPCC and basic requirements of consultative democracy, there are six contradictions in the negotiation practice of the Minhang District CPPCC. The first is the contradiction between social diversity and constituency represents. The second is the contradiction between the performance requirements and energy of the committee members. The third is the contradiction between the equality of Consensus subject and the balance of committee members’ performance. The fourth is the contradiction between the equality of Consensus subject and information asymmetry. The fifth is the contradiction between the widely representative interest and the single select of the negotiation issues. The last is the contradiction between the negotiators’ options and the preference of decision-making departments.In view of the existing problems, the paper offers three suggestions to strengthen the grassroots deliberative work. Firstly, the CPPCC should strengthen grass-roots deliberative advice representative, including optimization of basic CPPCC setting mechanism, optimization of basic CPPCC members produce and exit mechanism, optimization of the negotiation mechanism of basic political consultative negotiation issues, optimization of the Constituency work of basic CPPCC. Secondly, the CPPCC should strengthen grass-roots negotiators’ equality, including the negotiators’ information communication, the negotiators’ joint responsibility. Lastly, the CPPCC should expand the channels of citizens’ Orderly participating in negotiations.
