Research On Improving The Effectiveness Of Deliberative Democracy Work In The CPPCC Qujing Committee

The 19 th National Congress of the Communist Party of China once again emphasized the positioning of the CPPCC as an important channel for deliberative democracy and a specialized consultative body.With the continuous development of China's economy and society,the interests of the people are more diversified.The municipal CPPCC conducts extensive,multi-layered and institutionalized consultations to enhance the effectiveness of deliberative democracy and help transform the advantages of the CPPCC system into the national grassroots.The effectiveness of participating in grassroots governance in the governance system can not only promote the healthy development of the economy and society,but also consolidate and strengthen the patriotic united front and allow more people to participate in the process of deliberative democracy.However,it should be noted that the current work of the provincial CPPCC is relatively standard,while the work of the city and county CPPCC has problems such as ambiguity,ambiguous functions,ambiguous responsibilities,and ambiguous working methods.The "special" can not be reflected,.it has affected the people's political cooperation as a system to play a role in the national governance system.The consultation objects and consultation contents of the city and county CPPCC and the higher-level CPPCC are not the same.Therefore,it is necessary to plan the work of the local CPPCC according to the actual situation and promote the construction of deliberative democracy.Based on the actual situation of Qujing CPPCC's deliberative democracy work,this paper combines the existing data analysis of Qujing CPPCC and the experience of some CPPCC in the country to conduct a comparative study on the Qujing CPPCC's deliberative democracy.The specific factors of effectiveness are aimed at the problems of low frequency of consultations of Qujing CPPCC,insufficient innovation of negotiation methods,imperfect organizational structure,and deliberative democratic ideology.Then draw on the experience of the National Committee of the CPPCC,the domestic advanced and take rigid measures from the party and government departments.Improve the negotiation pattern,optimize the composition of the CPPCC sector,improve the negotiation level of the negotiation body,cultivate the awareness and ability of consultation in the civil society,and propose the optimization strategy for improving the effectiveness of deliberative democracy Work in the CPPCC Qujing Committee.
