The Fourth Plenary Session of the eighth session of the party clearly put forward the "rule of law concept of the people", stressed the need to "play the grass-roots party organizations in comprehensively promote the rule of law in the battle for action, strengthen grass-roots cadres of the concept of the rule of law, the rule of law for the people of consciousness, improve the ability to handle affairs according to law." At present, China’s rule of law is to rule by law as a guide, and gradually enrich the theory of socialism with Chinese characteristics, promote the development of China’s rule of law practice, and strive to build a rule of law in china.Chinese characteristic socialist rule of law is the starting point and destination of Chinese rule of law. It is a reflection of the reality of China and the positive response. In order to carry forward the socialist rule of law with Chinese characteristics, the rule of law is the people, the need to strengthen the legislation, law enforcement and judicial work, the real legislation for the people, law enforcement for the people, justice for the people, to further promote the process of China’s rule of law. This paper is divided into four parts:The first part analyzes the theory of the people "s concept of the rule of law, and explores the theoretical origin of the socialist rule of law with Chinese characteristics. It is Engels Marx’s" rule of law "and Mao Zedong’s" rule of law ". Through the analysis and interpretation of the theoretical origin of the people’s idea of the rule of law, a profound grasp of the essence of the rule of law and the concept of the people, and better promote the construction of socialist rule of law with Chinese characteristics.The second part is to sort out the historical development process of Chinese characteristic socialism rule of law, and points out the three stages of development: the foundation stage(1978-1997), the formation and development stage(1997-2012), and the system stage(2012). Through the three stages of development of the historical interpretation, clearly pointed out the inherent logic of development, the system to grasp the concept of the rule of law for the development of the concept, and gradually promote the construction of the rule of law in china.The third part from the legislative, law enforcement and judicial perspective on the socialist rule of law with Chinese characteristics for the concept of three-dimensional interpretation, a clear understanding of the concept of the rule of law for the people, the core element is the realization of law enforcement for the people, the protection mechanism is to achieve justice for the people. Legislation, law enforcement and judicial three aspects constitute an important part of the formation of the concept of the rule of law.In the fourth part, through the exploration and analysis of the Chinese characteristic socialism rule of law, the basic idea of building socialism with Chinese characteristics is actively explored.
