Institutional organization is the foundation and the backbone of Chinese scientific research, education, culture, health, journalism, publishing and other social activities. To carry out the institution personnel system reform, especially the employment reform has great and far-reaching influence. Jiuquan City is a-level city which locates at western under-developing area, with typical and representative in the aspects of institutions type and practitioners. This paper takes Jiuquan as an example, through dissecting a "sparrow", to clarify the internal law of institution reform of employment system, to further deepen the reform of personnel system to provide some use for reference.At first, this paper makes a rational interpretation about the main content of the employment and the necessity. Secondly, it has carried on the empirical research of Jiuquan city public institutions. This paper points out, by strengthening organization and leadership, scientific and reasonable positioned, the contract carefully, applies a system of open recruitment, and perfecting the guarantee measures and other measures in the process of the institution employment reform, which has gained some achievements. But it also exists some problems of employment system reform in Jiuquan municipal institutions are not non-science post setting, the low contract binding, and the sluggish lapin personnel exit. The main causes of the problems are not to change the concept, hysteretic policies and regulation, imperfection of the classification of the institution reform and social incentive security mechanism which need to be solving seriously.This paper mainly uses the literature research method, case study method and theory with practice method. Through the analysis, this paper argues that, to solve the existing problems in the employment reform essentially, must be to grasp the overall situation of development of appointment system reform from a strategic height, assimilate lessons from history and foreign experiences, insist on the basic principles of the reform, highlight the priorities and from the post Settings, open recruitment, contract management, dismissed resigned, policies and regulations and other aspects, suit the remedy to the case, target-oriented. Meanwhile, the necessary reform, the resources, the supervision and review of endowment insurance, strengthen the security which promote the employment reform carrying out in-depth.
