In the past 20 years, China’s ongoing all aspects, all levels of personnel system reform work, although the process is difficult, but also made a series of good results. After the founding of new China, Zhuzhou city got a rapid development, has gradually formed the organization more comprehensively, and have a certain number of professional talents. Research on the personnel system reform of institutions in Zhuzhou, which can remain clear, specific analysis of the causes may be able to provide specific targets for personnel recruitment reform for the city of Zhuzhou, the establishment of personnel management system and scientific and efficient, arouse the enthusiasm of the staff, to bring in huge profits for the institutions to provide reference to take; also for the relevant departments in the institution reform regulations and measures.In this paper, a full analysis of foreign non-profit organizations reform research results, combined with the domestic scholars for the various views of the institution reform, taking Zhuzhou city as a case, the institution, the institution personnel system characteristics, system structure and personnel system advantages and disadvantages were analyzed, to investigate the current situation of Zhuzhou City, the personnel system, points out that the the main problems and the reasons, and on this basis, put forward the corresponding reform strategies.This paper mainly includes 4 aspects, first in western country non profits organization reform background based on sorting, screening, preferential use of foreign experience, for our country business unit personnel reform provides experience basis; secondly, the institution personnel system characteristics and disadvantages are compared and analyzed, pointed out that the current domestic some the institution reform work in some units still stays at the file level, in the concrete implementation process would also be historical influence of residual system and habits; again, through the Zhuzhou city at present situation analysis we can see, from the employment point of view, is to vigorously promote the implementation of open competition strategy, the corresponding increase the recruitment criteria, eliminate group band introduction, professional talent, targeted employment suitable employment development finally, after establishing the open recruitment, selection and enrollment system, but also reasonable for the dismissal of workers, pay attention to pension and setting of various types of insurance, the dismissal of staff flow management, to provide more space for new staff positions.
