As a new phenomenon of the network era, network anti-corruption has obtained great success and public approval. But as it further advances, its own problems have emerged and raised serious questions. The government should dominantly help network anti-corruption play its positive role while inhibiting its negative factors. This paper begins with typical case studies of network anti-corruption, elaborates on its advantages, problems and the causations therein, and develops a set of guidelines and measures for government to improve the performance of network anti-corruption.This paper introduces the governance theory to provide basis and clues to explain the rationality and feasibility for governments to ameliorate network anti-corruption. Not only corruption in public sectors, but also the problems of network anti-corruption itself call for the attention of governance. It is the feature of modern governance that the addressing of such issues must be led by the government and supported by all parts of the society. While studying the countermeasures for network anti-corruption, this paper has thoroughly and systematically gone through previous researches and theories, based on which new emphases are made on suggested measures. This paper holds the view that network anti-corruption is a highly systemic issue, and only by collaboration of the whole society, construction of supporting facilities and pushing forward of related legislation and institutionalization may we improve the role and function that network anticorruption plays in the anti-corruption campaign.
