Real-name Network Anti-corruption: Dilemma And Countermeasures

With the rapid development of China's economy and society, citizen is gradually aware of the participation in government governance. The presence of Internet era has provided a new path and pattern for the citizen's participation. Accompanied by the fast, convenient, low-cost and secluded network, network anti-corruption as a kind of citizen participation method is beginning to sprout and gradually develop. Also, it has quickly become a hot topic as well as brought out the discussion of real-name system anti-corruption.This article mainly starts from the network anti-corruption, and analyzes the research background and significance of network anti-corruption of the current real-name system. Combined with domestic and overseas pertinent literature about the existing situation of real-name system network anti-corruption in terms of technology and system, as well as the real-name system network anti-corruption case in recent years, it makes a research of the achievements and dilemma of real-name system network anti-corruption, and summarizes the current situation of the real-name system network anti-corruption process. With the development of Internet technology, the role of microblogging, wechat and other new public communication platforms in the network anti-corruption cannot be ignored. In addition, it begins to attach much more importance to the role of the Internet in anti-corruption work at the national level. Due to the full recognition of the anti-corruption network, it starts to develop a considerable number of related mechanisms that aim to improve and standardize the network anti-corruption work. On the one hand, in recent years, anti-corruption official websites are rapidly developed in our country in order to encourage the real name report, which symbolizes that China's network is constantly developing and the network management is gradually standardized. On the other hand, with the continuous development of citizens' democratic consciousness, the number of corruption cases which are disclosed through the network is constantly increasing. The government and citizens hold a positive attitude towards the network anti-corruption, and the citizens have become the invisible eyes and hands to monitor and expose corrupt officials, the government is also very pleasant to put the corruption officials into prisons. Currently, real-name system network corruption has made some achievements, however, a lot of issues make the real-name system network corruption be trapped in trouble, for instance, the absence of real-name system network anti-corruption laws, the weaker network real-name disclosure, the mismanagement of official network anti-corruption platform and other factors. All kinds of problems which don't meet the standards are urgent to be solved.At present, China's real-name system network anti-corruption is still in an initial stage, the relevant laws and systems and the official anti-corruption platform construction about real-name system network anti-corruption are still far behind the development of anti-corruption network process, so that it is extremely urgent to establish and improve the supporting system. In this study, it makes an analysis of network anti-corruption dilemma of real-name system through the case analysis, summary and induction methods and literature research methods, etc., so as to put forward the solutions that improve the real-name system network anti-corruption from the establishment of its legal systems, the improvement of its system construction, the reinforce of institutionalization construction of the official network anti-corruption platform and other aspects. As for the legal construction, it improves the laws and regulations of real-name system network anti-corruption, develops the Privacy Protection Act for the real-name system network, and also improves the tort liability punishment system for real-name system network anti-corruption, as well as achieves both substantive justice and procedural fairness in order to protect the others' legitimate rights and public interest. In terms of system construction, it establishes the information disclosure regulatory system, public participation incentive system of real-name system network anti-corruption, disclosure protection system, and standardizes the real-name system network anti-corruption behavior. In the construction of the official network anti-corruption platform, it adopts the high-security background real-name authentication technology to establish a strict anti-corruption network information acceptance and check system, fast processing and response system for the network anti-corruption information in order to ensure that the network anti-corruption platform can play its instinctive role.
