Nowadays, the management of civil service has been gradually transferred from "Traditional Personnel" to "Human Resources", and the payment system, the soul of civil service management, is also expected to develop timely on the basis of China’s National Conditions. While at present, in the system of payment and management of civil service, problems and shortages existing is easily resulting in poor enthusiasm, low efficiency and other problems in the work of civil servants. In China, for civil servants, their salary, which is considered as the most important distribution form for personal consumer goods, is the only source of their income, and it is also an important guarantee for the living of them and their families, so the rationality of payment system is not only directly connected to the group stability and their working enthusiasm, but also closely related to the stability and development of our country.This article will take "payment system of civil service" for study. Digging the connotation, structure, and influencing factors of civil service’s payment system,combined with relevant content of civil service’s payment system overseas.The article is to study and analyze practical problems existing in the payment system of civil service,and based on which, to propose a series of suggestions aiming at more scientific, rationalized, standard, transparent and feasible measures;to act as a reference for the reform and management of civil service’s payment system; and to stimulate the group with maximized enthusiasm and creativity in work, and to build a more scientific, rationalized and fairer income distribution system for national civil service.
