This requires our troops to centre on and safeguard the national security and advance the military change of the distinct Chinese characteristics to carry on the work closely, meet contemporary science and technology and new military change of world and accelerate the situation of development, double historical task of working hard to complete our troops in mechanisation and information progress.The military universities and colleges are the main personnel training bases of our troops, the quality of talent that the military universities and colleges output is deciding the modernized process of our troops. Total Quality Management is a kind of management idea of originating from business administration, it regards improvement of quality as the kernel object, adopts various means to carry on quality control. Personnel training of military universities and colleges based on Total Quality Management is the main research point of this text. The article has introduced the developing history, basic conception and principle of total quality control at first, on this basis, construct the theoretical system of total quality control of military universities and colleges, have analyzed the subject problem that the personnel training quality of military universities and colleges exists, have introduced total quality control meaning, characteristic, fundamental mode and control method of military universities and colleges, etc., and introduced the personnel training total quality control appraisal way of military universities and colleges on the basis of the fuzzy comprehensive evaluation assessment.
