Under great development, information science and technology start to be penetrated in all fields of China and become the tool for world countries to develop economy and military affairs. While offering convenience for countries, new technology makes unprecedented security problems highlighted owing to its features. All of these new problems make international relationship trapped in a new dilemma.From the perspective of information security, this paper mainly studied the changes and trend of state-to-state relations of America and European Union owing to a series of these new problems. Then, in considering information security strategies of America, European Union and its main countries and changes of these strategies, this paper adopted actual cases to prove the changes of relation and predict possible changing trend in the future.CYBERSPACE is the focus of the national competition for the future, becoming the "fifth domain" after land and air as the world’s most advanced information technology in recent years. The United States and Europe attaches great importance to information security, gradually extends national security strategy to the field of information. US make new strategic choices towards information security for facing their own environment. Since Obama took office the national information security strategy adjustments to make them more aggressive pursuit of "absolute security", the object of its implementation of the strategy and policy are not excluded European allies.In recent years, Europe has put forward its own information security strategy, both in the EU level, or major EU countries such as Britain, German, France and other countries. They have also established corresponding information security strategy, but most of them are biased "strategic defense." But the information security incidents exist between the US and EU makes European countries to change their attitudes towards information security.Intersection occurred between the United States and Europe in the field of information security that include part of cooperation, this cooperation is a mixture of multilateral cooperation and bilateral cooperation exists within the Union and in some international organizations. However, the game exists in the information security of the United States and Europe are more eye-catching problem. In the short term impact of this game on the relationship between the two regions is not destructive, but in the long run effects of distrust of information security strategies are likely to lead to adverse development of relations between these two regions, and the competition of the dominance for information Security will break out.
