| The "17+1 cooperation" has brought great development opportunities to all cooperative countries and achieved a lot of development results.However,with the increase of internal and external pressure,promoting the further development of "17+1cooperation" is facing many difficulties and challenges.This paper mainly uses the methods of literature research and case analysis,from the perspective of the return of the United States to Central and Eastern Europe,analyzes the background,content and effect of its influence on "17+1cooperation",to study the influence of the external factor of the United States on "17+1cooperation",and to explore some new perspectives to promote the development of "17+1cooperation".Central and Eastern Europe,with its complex geopolitical environment,has always been a hot choice for big powers to compete and play games.With the continuous development of "17+1cooperation",Central and Eastern European countries are also actively involved,which has attracted the attention of other stakeholders in the region.As an old world power,the United States is the first to come to Central and Eastern Europe.With Trump’s competitive China strategy,it is inevitable for the United States to return to Central and Eastern Europe,and take Central and Eastern Europe as one of the strategic bases to deal with the competition between China,Russia and other powers.The United States uses the "National Security Issue" as an excuse to exert influence on the Central and Eastern European countries at the political,economic and values levels,especially in the three areas of 5G technology,infrastructure projects and ideology.It emphasizes that cooperation with China will threaten the security of Central and Eastern European countries,and guides them to reduce their strategic positioning of "17+1cooperation",so as to weaken China’s role in the Central and Eastern European region.This series of operations of the United States has indeed brought some negative effects on the "17+1cooperation".At the same time,it should also be noted that in the face of pressure from the United States,not all Central and Eastern European countries choose to follow the United States;moreover,the Central and Eastern European countries that follow the United States have not withdrawn from the "17+1cooperation" mechanism,but use it to actively develop national economy and cooperate with China in "non sensitive areas".It can be concluded that the return of the United States to Central and Eastern Europe is indeed a new interference factor for the "17+1cooperation",and the impact of pressure on key areas can not be ignored;but the United States can not crowd out the "17+1cooperation",and the Central and Eastern European countries have a real demand for pragmatic cooperation and economic development,which the United States can not meet.Therefore,the game between China and the United States in Central and Eastern Europe is actually a game between the "National Security Card" played by the United States and the "Pragmatic Economy Card" played by China.This game situation will exist for a long time,and we should be prepared for a long-term response.Especially in the post epidemic era,the demand for economic development is more urgent.We should seize the opportunity to promote the further development of "17+1cooperation",and focus on prevention and effective actions in the areas that the United States is trying to suppress,so as to prevent the spread of negative effects. |
