With the development of economy, the environmental pollution problem becomes increasingly serious. In addition, the improvement of environmental awareness makes more people attend to this problem. However, years of experience in environmental governance found that the effect that only relying on a single government is very little, which even make the situation more serious. Environmental pollution is a typical cross-regional public governance problem, for it is not to be polluted or managed with the boundary that delimited by administration. A large number of studies have shown that, interlocal joint action of multiple administrative areas is needed to solve cross-regional public problems, and then the effective result can be achieved.Interlocal environmental governance collaboration have been researched for a long time. With the serious pollution situation and the corresponding adjustment of national policy in recent years, the research has been given more attention to which makes it scientific, systematic and targeted. However, those researches almost emphasize on concrete action mechanisms, such as joint supervisory mechanism, legal mechanism and compensation mechanism, rarely involve macro mechanism to guide collaboration. There are also few researches about why and how to choose collaboration mechanism.With literature and case study, the thesis uses Institutional Collective Action Theory(short for ICA), and try to build a description analysis method of interlocal environmental collaboration. ICA is developed from new institutional economics which based on transaction cost, and Feoick is the first person to use it to explain interlocal collaboration. The thesis describes ICA theory, and uses it to analyze related theories and the classification of cross regional, explain the motivations, dilemmas and influential factors of China’s interlocal cross-regional environmental governance collaboration. By explaining environmental areas, the political, economic, social and other effective index of environmental collaboration mechanism, combining a few existing interlocal environmental collaboration districts, the thesis demonstrates the formation of strategy and reasons for the choice of interlocal environmental governance collaboration mechanism. At last, uses Chengdu Economic area to verify ICA’s analysis to interlocal environmental governance collaboration mechanism. With analyzing the texts of interlocal contracts and agreements, the thesis explains the mechanism classification of environmental collaboration in Chengdu economic area, proposes strategy choice of mechanism, actor, scale and boundary of environmental collaboration. The conclusion is that ICA can explain the mechanism and strategy choice of interlocal environmental collaboration. In addition, the application of Institutional Collective Action Frame should consider China local governments’ existing institutional background.
