The Analysis Of Cross-sector Collaboration Mechanism Of Public Security Organ

Cross-sector collaboration is a hot spot of research in the field of public management.No matter the theory of collaborative governance or network governance,they reflect the essence of cross-sector collaboration.In the course of promoting the development of cross-sector collaboration,Chinese public security organ has emerged a model of "leading group","coordination mechanism","inter-ministerial liaison meeting",and "action-oriented" model.As an important functional department of the government,public security organ also reform and promote continuously.Through sorting out several influential public security organ's conferences held after the reform and opening up,it could be seen that public security organ in China has always attached importance to the development of cooperative work,but the concept of cross-sector collaboration of public security organ has not been explicitly proposed.We have studied the cross-sector collaboration mechanism of public security organ under the perspective of public administration,starting with the current multiple modes of cooperation of our country's public security organ.After analyzing the establishment and changes of the collaboration mechanism of the public security organ in our country and summing up the existing achievements,we could see the sprout of the cross-sector collaboration mechanism of public security organ in our country.On the basis of this,the concept of cross-sector collaboration of public security organ is clarified,the policy support of cross-sector collaboration of public security organ is found,the theory and current situation of cross-sector collaboration of public security organ are analyzed,the hierarchical classification of cross-sector collaboration of public security organ is innovatively proposed,and problems existing in the cross-sector collaboration of public security organ are put forward.After putting up blocks,“three elements” and “four system” models of cross-sector collaboration mechanism of public security organs is put forward."Three elements" refers to organizational forms,ownership of leadership,and propaganda and education."Four systems" refers to the system of resource integration,the system of goal integration,the system of consultation and mediation,and the system of supervision and encouragement.We hope to use this model to provide a new idea for solving the problems encountered in the process of cross-sector collaboration of public security organ.
