At present, our country is in a key transformation period, a sharp increase in the repeated petition had a bad influence on social justice, government credibility and social stability. Therefore, it has practical and significant importance to search for the origin of repeated petition and find out solutions for it.In this paper, we choose Jinjiang, a developed city in China, as an example, to do our research on repeated petition overall.Through in-depth analysis of the repeated petition showed in Jinjiang, we found that most of the problems involved in the reality conflict due to material causes. The reasons for this phenomenon include such as lack of legal relief system, the lagging of democratic political construction, and the deficient on expressing public aspirations and coordinating social interest, low satisfaction to the solution provided by China s Grass-roots Government.therefor,we consider that the repeated petition is a synthetic social crisis.According to practices, the deposition of repeat petitions can’t be achieved by adjusting a certain field, a certain institution, or a certain regime. So we argue that the best way to solve this problem is democratizing appealing environment, institutionalizing acceptance work, and Judicaturing ‘shunt pipes’, which includes enlarging the orderly political participation of citizens, normalizing operant behaviors of government departments, perfecting the legal relief regime etc. At the same time, based on strengthening judicial authority and promoting building the legal systems of petition, it is necessary to absorb the third party organization’s participation to enhance the effect of disposition of repeat petitions.
