The Strategy Research Of Preventing The Group Events In Wenzhou’s L Township Public Security Bureau

China is in the key moment of the development of the socialist transformation of the new normal situation, there are lots of conflicts in the society and kinds of groups with interest, so the relationships of the transformation, development and sustainability should be solved correctly. Now there is negative effect on our country’s social stability, public security and economy society transformation development by the increasing amount of the group events. The public security, as the main forer, it should be stated that public security has to recognize the features, reasons and the developing trend and try best to guarantee the social stability to reform and develop the country with the methods of mainly preventing the group events happening and mixing other strategies.This essay is divided by three parts:The first part: From the point of real work of the public security of the L town in Wenzhou, through the methods of the case analysis and research of the reference articles, it is analyzed from the three parts, such as the working situation of group event, some experienced practice and some issues.The second part: The questionnaire, named “the situation of dealing with group events by the public security of the L town in 2015”, are distributed to the people with different occupations. Meanwhile, the interviews by the author had been implemented for these seven people: the director and the deputy director with the duty of petition of government of L town, the deputy director with the duty of petition of the public security of L town, the political instructor of group events and he three policemen who participated in the solving of group events. The interview is focused on the understanding of the group events and reasons and initiation factors of the high probability of happening as well as the difficulties of solving, the issues and suggestions of improving the work of solving group events, and so on. On the base of analyzing the complex research and interviews, it is emphasized that the effective strategies of preventing group events happening should be researched and the issues of public security should also be analyzed when they solve the group events.The third part: There are research and discussion in terms of the strategies by the first level of government public security when they prevent and control the group events. It could provide the useful and effective normal system and solving strategies to face and solve the emergencies of group events for the first level of public security. In this part, there are four methods: improving the conversion functions of the rational use by the public security, improving the legal constructions of the preventing group events happening, constructing the stable system of multiple cohabitation, improving the force of collecting intelligences. In the part of conclusion, there are some disadvantages of the research and the imagine of future study in this study field.
