How The Local Government To Manage Catholic Affairs Effectively

Because Catholic is the religion of ecclesial hierarchy, China and Vatican hasn’t founded diplomatic relations, the Catholic Church in China has been officially treated as a political issue, not simply a religious issue, the relationship between the Catholic Church and the government in China has been always sensitive and complex, sometimes even in a state of hostility. Catholic in Wenzhou is relatively hot, and continues to maintain good growth momentum, the layer men participate in religious activities actively, the impact of Catholic to the society is expanding in recent years. Religious social affairs is an important part of the public administration, and also a necessary requirement of Rule of Law, how to effectively manage religious organizations, making religious play an active role on promoting social harmony,stability and development, and mobilizing all positive factors of religion in the great rejuvenation of the Chinese nation. To manage religion effectively is not only an important part of religious social management in era of social transformation, but also an important task of building a harmonious society work.This study based on the background of management on Wenzhou Catholic affairs, the thesis employs literature review, survey research and comparative method as the major research methods. In the first chapter, the author pointed out that the status of Sino-Vatican relationship has a great influence on Catholic in Wenzhou, a direct result of the factions, fierce struggle, while fusing with "private economy", to cause Wenzhou characteristics of missionary, and in the context of globalization, urbanization and informatization, the new situations of Catholic in Wenzhou, the Wenzhou government must constantly improve the level of governance on Catholic.But when the author summarized the status of Catholic administration in Wenzhou, there are some problems that Wenzhou relevant departments of religion have to face, the author suggests Wenzhou relevant departments of religion learn the advanced management experience from Shanghai relevant departments of religion, and make greater efforts to publicize policies and regulations of religion,and lead and direct the layman; strengthen religious management team, improve the management level; emphasize on institutional improvement and innovation and team foundation,in order to develop China’s religion; strengthen law enforcement efforts, good governance to religious site,repair the religious feelings after “church demolition”;the positive influence the underground church by education. strengthen the education and guidance of clergy, and bring all the positive of Catholic patriots into full play; actively guide the Catholic play an active role in cultural construction.Finally, the author, according to this study and combined with his own experience, to draw some shallow views and conclusions as slightly meager reference to the current Catholic affairs administration in Wenzhou, promoting the Catholic in Wenzhou develop in a sound and orderly way.
