The Research About Yangjiang Communist Youth League’s Service For The Nonlocal Youth Workers

With the development of China’s economy and its city construction, China has generated a new and special youth group –nonlocal youth workers, occupying 60 percent among 240 million Chinese migrant workers. These youths have made crucial contribution to the city construction. Although a large number of nonlocal youth workers migrate into the city and bring energy to the city, the migration inevitably leads to a series of problems in social management. In order to improve the management efficiency, the government can only decentralize the right and power to the society for its ability limitation. At this point, the Communist Youth League have been given a new mission, as the reserve army of socialist construction, the Communist Youth League should play its role in cohesion in the youth group, share the pressure for the government and make contributions to the harmonious society construction. This paper, taking the nonlocal youth workers in Yangjiang, Guangdong as the research object, analyzes the present situation of this special group of nonlocal youth workers, studies what service Yangjiang Communist Youth League can provide this special group with. This paper is about to make essential contribution to Communist Youth League’s participation in the organization and service work for the youths and to contribute to the realization of the functions of the and help it to become a cohesive youth organizations; to better guide, help, educate and serve nonlocal youth workers; to achieve stability of nonlocal youth workers, social stability and building a harmonious society and building a happy Guangdong.The paper is based on the theory of public governance, combined with the actual situation of Yangjiang and applying the research methods of literature research, questionnaire investigation and interview. The paper analyzes the present living situation and needs of the nonlocal youth workers as well as the necessity, feasibility and major contents of Yangjiang Communist Youth League’s service for the nonlocal youth workers. The paper raises practical and constructive advices and resolution for the Communist Youth League’s organization and service work for nonlocal youth workers, which include establishing different workstations, stressing employment guidance for the group, strengthening the communist youth league service mechanism and service management system; enhancing recreational activity for the group and striving for the government and social support; innovating life services platform for the group and establishing care system and the service diversification.
