Research On Rural Grassroots Democratic Construction In New Period

Democratic elections are an important part of the development of grassroots democracy in rural areas, which is not only an essential way to realize the real democracy of all the citizens, but also the key elements to help building a new socialist countryside. In the context of the new era, there have been some bad runs and lawlessness happened in the process of democratic elections in rural areas affecting the effectiveness of democratic elections. The openness in rural areas and the outside interest have caused the inconsistency between the participants’ real needs and actual deeds during democratic elections. The reality of the election results can not be expected to meet the villagers ideal election results, combined with the imperfect democratic legal environment and the fact the villagers find no necessary channels for expressing their interest demands. On the whole, the village elections in our country has not yet reached the stage of substantive democratic development. Surrounding the problem of democratic elections in rural areas and specially the related problems in the village elections of Yangjiang City, this thesis tries to integrate theory with practice to understand the status of rural democratic elections of Yangjiang villagers, analyzing the problems of democratic elections, and eventually proposing measures to improve the rural democratic elections based on the advanced national and international experience.In the context of building a new socialist countryside, the governance structure of rural society has undergone great changes, showing new features. Through field surveys and interviews the surveyor tried to gain the insight of the method, process, results and the villagers’ thoughts about elections. The survey found that the existence of democratic elections in the region has a rather serious "skimming " phenomenon. The percentage of villager participation is not high, and there is bribery and intervention from clan forces and other issues existing. The cause of these have something to do with the villagers’ low democratic awareness, the sabotage of democratic supervision from the wrong value orientation of the participants, the current flaw of the village election system itself, the condensed village public power caused by imperfect democratic supervision system and negative relationships that weaken the democracy supervision and other factors. For these problems existing in Yangjiang rural democratic elections, the surveyor proposes that we should improve the following aspects : enhancing villagers’ democratic participation and awareness of democratic supervision; perfecting performance evaluation system for the candidate cadre; improving the electoral system and procedures; improving the rural democratic supervision system; preventing just elections from bribery and clan forces.
