Study On Public Participation In Urban Management Law Enforcement In Lanzhou City

In recent years,Lanzhou City Management Committee to encourage citizens to participate in urban management and law enforcement measures,but from the specific implementation of the situation,Lanzhou citizens participate in the effect of urban management law enforcement is still not good.With the continuous development of Internet technology and the increasingly wide application of big dataundefineds analysis of the modern society,the administrative organs should pay attention to the pluralistic co-governance model in social governance,and continue to broaden new forms of participation for citizens in practice.However,in the process of administrative law enforcement,the urban management departments only emphasize their own authority and dominance,ignore the "equal dialogue" with the public,limit the way of public participation,and so on.Obviously,these backward urban management enforcement measures are out of date.Therefore,this paper intends to explore this subject from four parts.The first part shows the current situation of public participation in urban management law enforcement in Lanzhou.On the basis of on-the-spot investigation,the main practices and main fields of public participation in urban management law enforcement in Lanzhou were analyzed and summarized,and the satisfaction degree of Lanzhou citizens participating in urban management law enforcement was investigated by questionnaire.Based on the previous chapters of the second part,and on the premise of knowing the research materials and the existing laws and regulations,this paper analyzes a series of problems involving public participation in the process of managing and enforcing the law by the urban management department of Lanzhou City.It is pointed out that the lack of basis for public participation in city management law enforcement,the lack of citizen participation in city management law enforcement mechanism,and the difficulty to guarantee the rights of public participation in city management law enforcement are the biggest problems that puzzles Lanzhou public to participate in city management law enforcement at present.The third part combs the existing mature mode of public participation in city management law enforcement,which is representative of "lawyer team" participation model,"public evaluation" participation model and "experience city management" participation mode.In the fourth part,aiming at the problems existing in the public participation in urban management law enforcement in Lanzhou,and referring to the experience of three mature modes,from the construction of the relevant legislation of public participation in urban management law enforcement,the channels of public participation in urban management law enforcement are broadened.Theperfect path is put forward to construct the safeguard mechanism of public participation in urban management law enforcement rights and to strengthen the construction of information platform for public participation in urban management law enforcement.
