In the context of economic globalization, international capital flows frequently, China’s labor market has been placed in the pattern of international labor imbalance, this pattern caused the trend of workers working conditions continuing deteriorating and exacerbated imbalance of labor relation in China’s market process. Facing with this phenomenon, China try to balance labor relation and achieve labor cooperation through institutionalized means and exerting the power of union by increasing government intervention and union restrict efforts in the market process. In 2013 Chinese Trade Union 16 th Congress made clear that one of the main tasks of the next five years is to "strive to build a service-oriented learning innovation union, so that the influence and cohesion of trade unions could be significantly enhanced." How to develop and build a vibrant union, relying on full effect of trade unions to solve practical problem of labor relation has been and will continue being the focus of the researchers.Employees’ union citizenship behavior can play the lubricant role in the development of the union and make a more effective promotion of trade union function, research on union citizenship behavior has attracted more and more people’s attention.The main thesis of complex systems based on multi-agent environment, modeling and simulation research of the impact of cultural values on employees’ union citizenship behavior. First, through the relevant literature on research culture values carding system, the use of literature analysis based on employee cultural perspective factors affecting union citizenship behavior, indentify academia widely accepted model of cultural values, sorting out collectivism/individualism, power distance, uncertainty avoidance, masculine/feminine and long-term /short-term orientation the five different dimensions; Secondly, based on the established cultural value framework to build employee union citizenship behavior selection model; Finally, Netlogo simulation platform for simulation experiment analysis, simulation the impact of different dimension of cultural values on employees’ union citizenship behavior of dynamic behavior process, mainly by descriptive statistical methods using SPSS software, analysis the pairwise interactions between different dimensions of the situation of cultural values, as well as discussing the findings positive inspiration for development of trade unions.The results of simulation show that collectivism、feminity and long-term orientation have a positive impact on union citizenship behavior; individualism、uncertainty avoidance、masculinity and short-term orientation have a negative impact on union citizenship behavior; the impact of power distance on union citizenship behavior is nonlinear, within a certain range, this effect is positive,but outside this range, this effect is negative; collectivism/ individualism、power distance and long-term orientation/ short-term orientation have a greater impact on union citizenship behavior than uncertainty avoidance and masculinity/feminity. The simulation results confirm the empirical study findings that collectivism and union citizenship behavior are positively related, but some differences exist with the conclusion that the power distance has a negative impact on unon citizenship behavior.
