Study On The Communist Youth League To Undertake Youth Affairs In The Context Of The Transformation Of Government Functions

The 18 th CPC National Congress proposed to deepen the administrative system reform, transform the government functions and accelerate the establishment of China characteristic socialist administrative system.The Communist Youth League is a mass organization of advanced youth, and it is the party’s assistant and reserve force.The active support of deepening the reform comprehensively and taking the initiative to undertake the transfer of government functions is an important way of the Communist Youth League service reform. It is better to promote the growth of the teenagers, provide significant opportunities for the Youth League to achieve their own development.Through the analysis on the change of government functions, this article puts forward the reform way under the background of administrative system reform. Through the investigation on the current status of the Communist Youth League in youth affairs, research mainly introduces some advanced experience of practice in Shanxi Province and some other areas. The study summarizes some problems of the Communist Youth League in undertaking the youth affairs, such as government purchase service, the ability to undertake of Communist Youth League, imperfect laws and regulations, youth social organizations, the professional talent team of youth social affairs, volunteer service. Finally, from the government purchase of youth affairs, undertaking method, capacity building and guarantee mechanism these four aspects, it tries to put forward some suggestions to undertake the work.
