Since 1970 s, in the background of globalization and the international competition, the UK, New Zealand, America and European countries have begun to reform the government management, which also known as the new public management movement. These countries get inspiration from enterprise management, establishing the concept of the public responsibility and customer first, taking measures to reform the performance evaluation of government department. The performance management of public sector from this time began to be widely used, and has made some progress.Government performance can evaluate objectively and fairly on the behavior of the government, which can improve government work efficiency, improve service quality, improve the credibility of the government. The construction design of the performance evaluation system is not only the reflection of government work, but also reflects the value orientation of the government work. Compared with foreign countries, Chinese government performance evaluation and performance management is still in the initial stage.In this paper, the establishment of performance evaluation system for government departments,take C Bureau as an example, giving full consideration to the specific situation of C Bureau and particularity as the audit department. This paper adopt the balanced scorecard, AHP and Delphy. This paper try using the Balanced Scorecard to government performance evaluation.Firstly, this paper reviews the relevant concept of government performance evaluation and present research on this field. Secondly, through the analyzing of the performance management of C Bureau. Based on the four dimensions of the Balanced Scorecard this paper construct the evaluation index system. Finally this paper apply of the this performance evaluation system. This paper gives weight to the index and propose solutions for the problems this paper found. We hope that through the study on performance evaluation system of government department can provide the improvement direction.
