Research On Conpetency Model Of Armed Police Internal Security Forces’s Political Instructors

The system of political commissar(including political director and political instructor) is one of the basic system of our army’s political work and the basic guarantee to ensure our army under the party’s command and complete various tasks.Political instructors are the most elementary executive political officers and the terminal executors of political work in the army,and they are also of great importance in the construction and development of the troop. Especially for the Armed Police internal security forces’ s political instructors, they must strengthen the construction as soon as possible because of the special mission, the severity environment, the various tasks and the necessity of modernize improve the armed police force. However, because of the flaws in the areas such as selection and evaluation, the ability of some political instructors of the Armed Police internal security forces cannot follow the development.So we must adopt a new human resources management method to select and assess them in order to employ the ones who are suitable in the position. The competency theory is a proper theory to solve this problem.In this thesis,we buide a model of the qualified political instructor for the Armed Police internal security forces through a variety of methods such as literature study,behavior event interview,questionnaire, factor analysis and take a variety of means to verify it. Finally we get the most appropriate model for the suitable persons to the political instructor position. And we hope that this model will promote the construction of grassroots development, speed up the modernization of the Armed Police Forces and to ensure that the Armed Police Forces to fulfill the sacredmission entrusted by the party and the state.
