Preliminary Study On The Relationship Between The Evolution Of Information Technology And Administrative

The dissemination of information system is a necessary condition of any administrative organization, information collection and investigation in the decision-making process and implementation decisions play a decisive role. The ancient China established a unified centralized empire, unified transportation system, and developed the text post system and political instrument system, maintain effective operation of the Empire, in which the information dissemination of political documents in the administrative system of occupying the main status. As we know, the effective transmission of political documents will affect the operation of the administrative system, and political instrument carrier will have a direct impact on the effect of transfer documents. But we should also be clear, not by operation of administrative organization depends entirely on the official carrier, it is just a tool which guarantee the operation of administrative organizations, in the highly centralized ancient bureaucratic administrative system, use and application of document carrier level,completely controlled by the bureaucratic administrative system, the document vectors are completely the ruling class of service. Between the carrier and the ancient documents of administrative organization of such a mutual influence, mutual restrict relationship, evidence can be found from different historical periods in the document carrier.In this paper, based on abundant historical materials, with document carrier history as the time sequence, respectively from the Oracle, bronze, bamboo slips, paper,printing, telegraph technology as the starting point, to analyze the various documents carrier relative to the administrative system, summed up the characteristics of the administrative system in each period, and to document the evolution of carrier as the research clue, summarizes the historical development of ancient law between information technology and government management system.
