Study On The Adaptability Of The Reform For Government Organization Structure In The Age Of Internet

“The first condition for the development of social resources effectively is the effective organizational structure”[1]. The party’s Third Plenary Session of eighteenth proposed to comprehensively deepen reform once again, optimize the government organization structure. With the evolution of administrative ecological environment, the adaptability reform of the government organization structure is the inevitable requirement of deepening the reform of administrative system. With the internet as the carrier the modern information technology with the expansion of the third revolution of science and technology and the rapid development today, the new information technology has penetrated into every aspect of people’s lives, human has entered into a new era of the internet.“Information technology restructuring all aspects of social life, it makes the social restructured”. As the main social management body, the government is faced with bran-new administrative ecological environment in the age of rapid development internet, the traditional bureaucracy organization structure for the existence and continuation of the soil environment has undergone profound changes. With the Internet on political, economic, cultural and social life in various fields continued in-depth influence, government organization shows various inadaptability in the fields of politics, economy, culture and public service etc., and the reason includes two aspects: one is the effect of the age of the Internet by way of the objective existence of the information environment and information dissemination, the two is the limitation of the traditional government bureaucracy organizational structure is more prominent in the Internet Era, this paper focuses on the analysis of in-adaptive reasons for government organization in the age of Internet, and further demonstrated through the concrete case. On the basis of the new public management theory and the theory of governance as a guide, to explore the adaptability reform path for the government organization structure in the age of Internet, and then make a reasonable forecast to the future trend of the reform on the basis of comprehensive analysis.The paper is mainly divided into six parts. The first part mainly introduces the topic basis of the paper, research background and significance, ideas and methods and main contents of the paper; the second part, to define the basic theory and related concepts; the third part, comprehensively summarizes the inadaptability phenomenon and influence for the government organization in the age of Internet, including politics, economy, culture, science and technology, public services in four areas; the fourth part, analyses the inadaptability reasons of the government organization in the age of Internet, including the information environment and the way of information dissemination in the Internet age, the limitations of traditional bureaucracy organization structure, and the influence of Internet on the bureaucracy organization, then through the case analysis to further deepen the argument; the fifth part, put basic theory as the guide, explore the adaptability reform path for government organization structure from the idea and the macro and micro perspective in the Internet age, then make a reasonable prospect for the reform direction of the government organization structure in the future; the sixth part, mainly is the conclusion and prospect. Through the research on the adaptability reform of the government organization structure in the Internet age, trying to provide relative scientific policy recommendations for the reform of the government organization structure in the new period.
