Study On The Evolution Of Administrative Value Since Reform And Opening Up

Since reform and opening up. China’s government structure has been carried seven large-scale reforms. These reforms have experienced from ‘improving administrative management system, transforming government functions’ to‘establishing administrative management system adapted to market economic system,further improve administrative management system ’.And in this process, the establishment and its structure of the government has gained many significant results.And in this campaign, it always contains a main line, namely: "Public administration values change." To study public administration value reforms has important theoretical significance and practical significance.What is public administration? Is it able to be a subject to be systematically and scientifically studied? As about this topic, there exist all kinds of points that are quite different in the current inside and outside schools. Generally speaking, there are three kinds of different interpreting ways. They are subjective-value theories,objective-value theories, and subject-objective-relation-value theories. The subject-objective-relation-value theories think: “The Public Administration Value is such kind of positive or negative relations between the needs of peculiar public administration value subject and the characteristics of the public administration value object, which take place during the social public administration practice process.” The subject-objective-relation-value theory paves the base for this research. Although the value is to be known, as one kind of relations, being difficult to be empirically studied directly, the public administration value needs a substitute study through some operational indicators.So the establishment &its structure and the public financial output scale & its structure constitute the two basic parameters of the research. Firstly,this paper analyses the several large-scale reforms of government institutions and financial output scale &its structure. And then, this paper points out that the public administration values consist of safety, order, efficiency and fair values. The study discloses that both the establishment & its structure and the public financial output scale & its structure present a periodic declination during their evolving process. In different periods, it highlights different value. According to the analysis, this paper points out the problems existing in the process of public administration value transition. Lastly, in order to solve these existing problems, this paper points out strategy and outlook to shift the values of public administration.
