The state has adopted a variety of social policy for some family planning in rural areas, both to protect the basic living needs of this part of the vulnerable groups, on the other hand, out of the country for them to implement national policies to thank and reward.This paper focuses on social assistance policy combing and abroad as well as family planning assistance Poverty social order, find that the existing family planning for the poor social assistance policy brings a lot of problems, such as the narrow content of the short-term relief and temporary, relief content etc., which seriously hampered the sustainability and long-term implementation of anti-poverty policies.Jinjiang City is one of the country’s economic hundred counties, and its level of economic development speed is faster than other parts of China, but there are still some birth families because of some reasons tend to be poor families, family planning policy increasingly obvious adverse effects, such as loss of single family, the shortage of labor pension issues. Jinjiang City, but also for poor families out of poverty formulated relevant social policies, strong economic strength to become the solid backing of its social policy to be effectively implemented.
